I have a very loud whining/whistling noise in the front of my motor, I have a 1997 Chev Blazer 4x4, husband says it is the serpantine belt but it sure sounds mechanical. The top pully on the right hand side stops turning and a loud clicking noise. Yesterday I could have sworn I smelled rubber burning. Is this possible

If you have a pulley locking up, then yes you could have smelled burned rubber. This must be fixed asap or your vehicle will leave you sit. The pulley on the top of the engine on the passenger side is the alternator. The pulley on the upper drivers side of the engine is the a/c compressor. Both of these items could cause the problem you are speaking. I would advise you to replace the item that is failing and to install a new serpentine belt. I hope this helps!
