windscreen wipers wont stop going when in off position.

1988 Chevy Van. Wipers go as soon as ignition is on. hi and lo speeds work but int and off dont do anything and they just keep going until i pull the fuse out. Whats wrong?

I still couldnt troubleshoot the problem efficently. I have now sold the van with a discount. Sorry. Thanks for your help. Your info for the wires was correct but had already tried this. Other info was pretty vauge and general and I would have to just pull it all apart anyway. Thanks again.
