98 chevy van 4.3v6 speedometer shows 50 mph when actually moving 30 mph. when van is doing this it runs rough and transmission shifts up and down

This sounds like a speed sensor issue. The very first thing would be to check the connections and have this vehicle scanned for any possible trouble codes. Autozone can do this for free. If there is a code, we can really get into the problem. Here is an illustration of the speed sensor for a 2wd van. You will find it in the tailshaft of the transmission.

I would remove the connector and verify that it is dry and corrosion free. I would also look at the wiring for any corrosion or shorts. If you have access to a class 2 scan tool I can go into detail on what to look for. Feel free to contact me with any questions or if you would prefer a second opinion. Good luck!!!
